It finds a point's offset to a point of reference inside a command

 Snap toolbar: 

  Menu:  Tools FROM

  Contextual menu:   FROM

 Command line: FROM

Base Point: Specify the new base point : Enter a relative offset

When prompted to find a point, enter  FROM followed by a base point or by a temporary reference point from which to specify the offset to find the next point. It is possible to enter the offset location from this base point as a relative coordinate or to directly input the distance..
